How about if you laminated the pages, either with Xyron machine or a heatlaminator, or you can go to staples or Kinkos and they can laminate the pages for you.

My SIL did this. Way cute! She laminated the pages and bound it with a rubicoil type binding (think she just had it done at Office Max or Kinko's). Wish I had done this for my kids.
Depending on how big you were planning, I've made (and seen) quiet books created using the "flexible" photo albums that you can find for a dollar or two in the bins at Michael's/JoAnn's!

just a thought but how about using transfer paper on the photos and making a fabric one. You can still stamp and paint on it and it will be child safe.
Waht about modge podging a kids board book? You can paint over the original book with arcrylic paint. Add photos or diecuts or even stamp. Then modge podge over pages (acts like a varnish).
