Question Please explain refund & exchange policy

Can someone please explain the SU refund & exchange policy. I read the back of my order sheet, but I guess I don't understand it fully. I recently ordered the craft scissors from a SU workshop and also received a pair from my sister as a gift. I called the demo and told her I'd like to exchange them or a stamp set that was the exact same price. She said o.k. She then called back and said it would cost me $4.50 to exchange the scissors. She had trouble explaining the procedure and I had more trouble following her. Could a demo or someone please explain what the $4.50 cost is for? Is it a restocking and shipping fee? I really didn't see this on the back of the order form. Thank you in advance for your help.

Perhaps you have to pay to return the item because it is not defective?

I'm trying to get in to the website to check for you - I haven't had to do any exchanges, but I think that if you choose to exchange an item then you pay for the shipping back to SU! As long as it is within a certain time limit (90 days here in Canada) - SU! won't charge shipping for the new item to you.
If the item is defective, then SU! pays for the shipping.

I think the concern is that the back of the order form says "New, unused merchandise may be exchanged at no extra cost within 90 days after the shipping date". But when you read the back cover of the catalog, it says the above plus "The customer is responsible for return shipping charges". So it's not really "at no extra cost". It is a little deceiving, but I haven't ever had to exchange anything with SU.

I'd keep them. I'm seriously thinking about getting another pair to use for my kitchen sissors because I like them so much.
