Default Is this a Punch?

I've been seeing several cards in the gallery that have a strip of paper that is coming off the background and is anchored to the picture with a brad or eyelet. Is this a punch you can buy or what?

Here's a link to a card that has what I'm talking about. I hope it is okay for me to link to someone's card.

Thank in advance in helping me solve this little mystery;-)

Wow, not only are you guys so helpful, but you are speedy too! Thank you for helping me solve this mystery. I've seen it used on several cards but could not figure out just how it was done.

So am I right that this will punch out a small piece of paper and then you just wrap it around the insert? I though it was actually part of the background paper:???:

Looks like I have another thing to add to my ever growing list of "must have" items !

Thanks!

yes, you punch out a small piece of paper. i have also used the opening left after punching the piece out to stamp a word from small script in.

I just got mine the other day. I haven't had a chance to use it yet though. I just finished wedding invites for my sis in law so I can play with my new things now!
