Default Can someone tell me how to do the Joseph's coat technique?

I have seen this numerous times but I don't know how to do it. I am having a Stampin' Up! retirement party and found a Wonderful, Wonderful Wings card in the gallery I would like to CASE for the display board of retiring set samples.

I am pretty new here and was wondering what is the Josephs coat tecnique and why do they call it that? I looked at the sample and it just confused me. :???:

If you look at the Technique Challenges you will find it there... Beth does an awesome job explaining techniques every Monday (I think it's Monday). Basically - on the SCS home page you'll see "Technique Challenge" on the right hand side. Search that forum for Joseph's Coat.
