Default Frosted Glass Technique

Okay it was good morning when I first posted this question. Now it's goodnight and still no answer. :(

Out of 13732 registered members someone has to know how to do this technique. Where are all of the pros?

TIA!

I've never heard of this before, but here's the description from the card by JanTink that's linked above.

"The frosty looking background is made with waxed paper. Crumple a piece of waxed paper, brayer on top of it. Flip it over on a piece of glossy cardstock and brayer on the back to transfer the ink. "
