This is a really old-fashioned method: take either a penny or nickel and place over the corner just so the paper edges just touch the coin's sides (the pointed end of the paper should be visible under the coin). Hold the coin down carefully and just cut around the arc made be the coin... it works, but is time consuming.
I've even used small medicine bottles for larger "rounds", but be careful: the plastic will get sliced if you get too close.
You can even reverse the method where the paper's corner is hidden underneath the coin for a ticket punch look...
