Question Hot Card Technique?

Just saw a beautiful card ( Gallery at Splitcoaststampers) and was wondering if any one knows how to do this technique. I'd love to give it a try.

I started to make a shopping list to try this and then realized that I did this a long time ago and had no idea it was a "technique"! Gold tissue paper looks really good. I used a grocery bag instead of parchment paper.

You can also use freezer paper instead of the cardstock and plastic wrap. Cut a piece of freezer paper to size and lay that shiny side up on a piece of grocery bag (instead of parchment). Put the tissue paper on top of the freezer paper and top with another piece of grocery bag. Iron until the shiny side of the freezer paper melts to the tissue paper. Trim to size.

does it matter if the plastic wrap is clear or colored?

It might, depending on your tissue paper. Of course if the color of the plastic wrap coordinates with the color of the tissue paper, that could be a good thing. Tissue paper is usually pretty thin so the color of the plastic might show through. I picked up a roll of cheap plastic wrap from the dollar store to keep in the craft room.
