Question Icicles technique?

Can anyone tell me what the icicles technique is and how it is done. I saw it on a card and would like to know how they did it.Thanks

You take crystal effects and squeeze out a long line on ax paper, then take a toothpick and put it into the crystal effects and pull down to make an icicle, do this until you have as many as you want, then pour dazzling diamonds onto it and leave to dry, usually overnight.

Thanks to all of you who shared your tutorials for this technique. It's really a fun technique and easy to do! I wish I'd seen a tutorial first, but here's my card with the technique for Christmas - I think the icicles add a lot. Try it!

It would be fun to use this technique in different colors for other things... like green slime coming out of a cauldron for Halloween........ or icing on a cake... or flames in camp fires, on cars, or even on monograms... Or simply making sparkling 3D lines or swirls for cards.
