Default Ink Wash Marker Technique?

Does antone know how to do this??

If it's what I think it is, you basically ink up a stamp, stamp it and use an Aquapainter or Watercolor brush to color in the image. It's sort of like those Paint Books that kids get. You wet a paintbrush and then wet the lines and color the image. Does that make sense? For instance, you can ink up an outline of the flower in Perfect Plum. Then using a wet watercolorbrush bring the Perfect Plum into the center of the outline image.
