Default Mod Podge over Photos?

I'm working on my first altered clipboard and was wondering if I apply a layer of Mod Podge over my photograph, or apply Mod Podge and then add my photo?

If it's a commercially printed phot I would mod podge over it but if it's a home printed one put it on after - they tend to bleed a bit.

Test it out on a spare photo first!

Not sure what to tell you with this current year. I do know that I have a modge-podge collection of photos grouped together from the 1980's ( my step-mom's creation). So, that is the quality of photo ink then and the formula of the modge podge. She applied a few layers of the podge. I will tell you, the photos are clear with several layers of podge, but it is very yellowed. Not sure what today's formula would produce. I would say, take a copy and use that.

Thanks for the feedback. I decided not to modge podge over top of the photo as I didn't have a spare one to try out. I made a clipboard for my Mom's birthday. I'm going to upload a picture of it in my gallery shortly.
