You'll need glossy cardstock, one of the Encore Metallic Ink Pads (gold or silver), a cottonball, rubbing alcohol and reinker bottle ink(s).
1. On a piece of glossy cardstock, daub silver ink with a sponge randomly all over.
2. Then take a cottonball and soak it with rubbing alcohol, squeeze some of the excess out so that it's not dripping, but not too much that the cottonball is dry (it should be wet, but not dripping).
3. Apply drops of ink from the reinking bottles directly onto the cottonball. I have a card in the polished stone gallery titled "On The Beach" On my card, I applied Tempting Turquoise and Green Galore in vertical lines next to each other on the cottonball. Daub the cottonball all over the glossy cardstock until you get the look you want.
It took me an afternoon of practicing before I achieved the look I wanted. The technique takes some practice, but the results are worth it.

You can also use a scrap of felt. I have found I can get the desired result easier with felt. You can also use the "pom poms" that you can buy at the craft stores to apply the ink. I have also put the metallic directly on to the felt or cotton ball if I want to use it more sparingly.
I like this technique and actually used sticky velcro to mount the felt on an extra wood stamp block. I think I have better control this way. You can also re-use the same piece of felt for several projects, even if you change colors. Once the alcohol is gone the colors don't bleed together.

You should probably seal it when it's finished. The last time I tried it, it took forever to dry, and days later all the gold metallic rubbed off on my hands when I touched it! The next time I do it, I'll use a Krylon spray to seal it.
