I made these in the past and had the same problem. I used the sticky strip that SU sells and a generic version from Hobby Lobby and it's held up great. Also used it to attach paper and embellishments to the little lunchboxes that everyone has been making. Hope that helps and it works as well for you.
I use the Terribly Tacky Sheets from Penny Wise (www.pennywisearts.com). My friends and I made a bunch of beaded tins a few weeks ago and the sticky sheets worked great.
I've used the Xyron machine and it doesn't work. I've also used the tacky strip tape that Hobby Lobby sells and it works great. I've made 5 quart size cans and 2 gallon size cans with the tacky strip and never had a problem with it. Good Luck with your tins!
I use the redliner tape, but you really need the thicker roll rather than the 1/4" one that SU sells. It's just not enough surface area. And don't touch it too much with your fingers 'cause it makes the sticky less sticky! ;)

Okay, I'm cheap and admit it! I used 3M Double sided tape on the middle of the sheets of SU cardstock. However, I used the RedLiner tape for the EDGES ONLY! This holds very well. I have had no "pop up" problems... Good Luck!
I use YES glue. Got it at Michael's, it's in a white and blue plastic jar.
I did sand the tin lightly first though. It also works well on wood.
