Depending on how much you want to spend, the Rotatrim Professional series is a great line of paper cutters. I have the 15" and it cost close to $300 but I have had it for 3 years and the blade is as sharp and the cuts as true as the day that I bought it.

I have the normal fiskars cutter and it works for me. I do have to change the blades quite often but that's because i use it all the time. For now, i will just stick with my fiskars until they come out with something better.
I have a rotary Fiskars 12 in cutter - I've had it for nigh on 10 years. I am not even sure if they still make it. It is large, sits on a desk and has a rotary blade in a orange wheel housing. It is my workhorse.
The reason I have kept it so long is I found out since it is Fiskars that the blades can be found for cheap in the quilting section. (The blades are the same size as the kind in a handheld rotary cutter). I also have a perforating blade and a scoring blade (but don't use them much, as I'm old school and use a ruler and bone folder).
It is pretty stable, and you push down to cut, it's marked with raised measurements - sort of embossed. Like I said, I'm not sure they even still make it. I DO need to find a replacement cutting insert - a square rod like piece that goes under the blade that is made of cutting mat type material.

I love my old Fiskars 12" rotary cutter (model 9591) and I've never had to change the blade. I have to replace it, though, because I can no longer get the replacement cutting mats. I'm thinking of a guillotine cutter this time--it sits out on a table all the time and I don't take it anywhere. My Fiskars is about 13 x 18 and I'd like to get something around the same size. I usually cut just one piece of cardstock at a time and I just need straight cuts, nothing decorative or fancy. I don't want a fold-up one with an arm that comes up--I want it just to sit on the table.
What would everyone recommend?
I've been paper crafting for well over 20 years and this is by far the best paper trimmer I ever bought! You can cut up to 6" without opening the arm, and it has a guide to show you exactly where the cut will be! It cuts clean and straight, and best of all, it's cheap! I do a lot of tiny cuts and trimming, and this is the only one I ever use now!
I love my Tonic Guillotine.. but I also have a mini guillotine (4x6 or so) from Fiskars that I now couldn't live without. I've used the Xacto guillotine ones at work, and they're good too. I'll never go back to a slide cutter. I bought several before this, including a Making Memories on which gave me nothing but grief. Good luck.

My best advise regarding trimmers is to go to an office supply store or Engineering Supplies, Blueprint Storage, Measuring Tools, Surveying Equipment & More! and get one that office's use. They're made for lots of use, and need to be accurate. You'll probably have to pay upwards of $40, but it's worth it. I have a Dahle and an old Fiskar's that I use at home, and a Tonic for trips. I would never buy another trimmer made just for scrappers or stampers. Too flimsy.
