I used this as a swap at splitcoast dinner at the BC regional 07. It was kind of a stressful lead up and I was still putting the cards together during the regional meeting. The best part was when I had a whole table-full of ladies helping me with the cool ribbon technique.
Use the double rectangle punch. Starting on the front, thread both ends of the ribbon the holes. Turn the card over, fold one end to create a loop and thread the loop through the opposite hole. Repeat with remaining end. Turn the card to the front and adjust until the bows are the right size. Turn to the back again. Thread the ends of the ribbon through the hole opposite that they just came out of (the same hole they originally came through). Turn to the front. Make sure you hold the bow end when tightening the knot. If you don't, the bow will come apart when you pull on the end of the ribbon!
