When you line it up, you need to *just barely* overlap the punch with the last punched scallop on the cardstock...otherwise, you get those funny scallops :) HTH!

Regular 8 1/2 X 11 cardstock will work...just cut it to be 10 X 7 and score at 5 inches :)

Paper Snips are my vote, too :)

If you cut a lot of cs with them & have issues with them dulling, you might invest in a pair just for ribbon...that's the way that sewing ladies do it :)
