To make this crinkle background I took white card stock and cut it in the size I wanted. Next you spritz it lightly with water. Ball it up into a wad and then flaten it out with your hand. If it is not crinkled enough you repeat until you get the desired look. While it is still damp you take your ink pad, I used a Stampin Up Spot, and you lightly rub it over the surface. The color sticks to the raised areas. It makes a nice background. On this card I used it under vellum.
